Ms. Jaya Bhagat (IAAS-1995) joined as Principal Director of the Regional Training Institute, Jammu in February 2019 and was promoted to the post of Director General in February 2020.  


Ms. Bhagat has work experience in Audit (Internal audit, Performance and Outcome Audits across commercial, civil/general and social sector, scientific establishments and environment areas, IT audits, and compliance and certification audits), Public Financial Management, Integrity and Anti-corruption, Leadership and Organizational Behaviour, Accounts, Administration and Management.  Besides the IA&AD, she held charge as Director - Finance of the National Rural Health Mission (NRHM) while on deputation with the Ministry of Health and Family Welfare, Government of India from 2010 to 2012.  


Ms. Bhagat has worked with various multilateral institutions (United Nations, World Bank Group and the New Development Bank). She served as Manager in the Internal Audit Vice-Presidency at the World Bank and Chief, Administration at the New Development Bank.


While with the World Bank Group, she was the team leader for a global knowledge program spread across 28 countries.  Operationally, she worked with the Governance, Environment and Natural Resources, Transportation and ICT, Health, Education, Jobs and Water Global Practices and with global knowledge leads on AI, Behavioural Economics, Block chain, Digital ID for Development, Urbanization and Smart City frameworks, Service Delivery and Governance in sectors.


Ms. Bhagat's academic background includes Master in Business Administration (IIM-Calcutta) and Master in Public Administration (Harvard) post-graduate degrees.  She has been a Chevening scholar (2003) at the London School of Economics and Political Science, UK and an International Auditor Fellow (2005) at the Government Accountability Office, USA.  She is a recipient of the Harvard Kennedy School Lucius N. Littauer Award for academic achievement, leadership and contribution to the Harvard community.
